What is wambo.org?

wambo.org is an online procurement platform designed to provide accessible prices, increased transparency and improved reliability in the supply of quality assured medicines, other health products and non-health commodities necessary for HIV/AIDS, TB and malaria health programs. Back to top.

 

Why has wambo.org been developed?

wambo.org supports the Global Fund’s focus on achieving ever greater impact for investments in public health to accelerate the end of HIV, TB and Malaria as epidemics.

wambo.org builds upon the successes of other Global Fund initiatives, such as the Pooled Procurement Mechanism (PPM) and Procurement for Impact (P4i) to address challenges in the procurement of pharmaceuticals and other health products. These challenges range from a lack of market visibility for purchasers and uneven pricing, issues of inconsistent supplies, and time consuming processes, and limit the success of sustainable health programs.

Through partnership and innovation, we are able to leverage advances in technology and economies of scale to provide better value for money in health spending. The long-term vision is for wambo.org to evolve into a sustainable public good, increasing the autonomy and capacity of countries to access essential pharmaceuticals and other health- and non-health products. Back to top.

 

What are the anticipated benefits of the platform?

At a practical level, wambo.org allows buyers to streamline and accelerate the procurement process by providing access to pharmaceuticals and related health products quicker, more affordably, and with greater certainty of quality and supply.

Buyers have greater visibility of products and prices available, as well as greater visibility of the delivery process, with the ability to track orders from placement to receipt. Country-level health mechanisms benefit from greater autonomy and capacity, with training to improve procurement expertise and with increasing the procurement options available to them. In turn, this can build sustainability at the country-level by strengthening health systems. Back to top.

 

What are the anticipated savings to be generated by wambo.org?

wambo.org is expected to deliver savings of almost US $250 million within the first four years of operations by the end of 2019. Back to top.

 

What products are available on the platform?

wambo.org’s mission is to make available at competitive prices all the quality-assured health products – and many of the non-health products – needed to run successful programs to combat HIV, TB and malaria that serve the people and communities most in need.

Long-lasting insecticide-treated nets (LLINs), artemisinin-based combination therapies (ACTs), anti-retroviral drugs (ARVs), condoms, rapid diagnostic tests for HIV and malaria (RDTs) and viral load diagnostics are already available on wambo.org. Non-core pharma, general lab supplies, viral load machines, other diagnostics and vehicles are scheduled for staggered roll out in the second half of 2017. In the future, wambo.org expects to offer other related products and services, such as IT and energy equipment and translation and supply chain services.

The Global Fund is working closely with partner organizations and suppliers to make their negotiated product catalogues available on wambo.org. Who can order health products using wambo.org?

wambo.org was launched in February 2016 for use by Global Fund Principal Recipients that already benefit from the Pooled Procurement Mechanism (PPM). As of mid-May 2017, 74 Principal Recipients from 52 countries have registered on the platform and have placed more than 100 orders totalling a transaction value in excess of USD 385 million. Additional countries, as well as partners, have signalled significant interest in procuring through wambo.org.

wambo.org’s vision is to become a global public good, available to all organisations and programs that serve the people and communities who need it most and contribute to the fight against the three diseases and the achievement of the Sustainable Development Goals (SDGs). This includes procurement teams in countries that receive Global Fund-funding and those that do not, that procure using government or donor funds. As an initial step in support of this goal, over the coming months, wambo.org will pilot a limited number of transactions by current governmental Principal Recipients using their domestic funding. How does it work?

The platform works similarly to well-known online shopping platforms, such as Amazon or e-Bay. It offers two different levels of membership to users – from providing the simple ability to search and compare products and prices to the possibility to buy from catalogues and Long Term Agreements (LTAs). Is the Global Fund collaborating with partners with wambo.org?

Yes. wambo.org has received significant support from a number of key partners. The Bill and Melinda Gates Foundation provided funding for early development of wambo.org, and since 2016, UNITAID has played an active role in project development and strategic direction, in addition to co-funding the platform.

wambo.org aims to make a range of health and non-health product catalogues readily accessible to buyers in order to strengthen public health programs that serve the people and communities most in need in countries affected by the three diseases. The Global Fund is working closely with partner organizations and suppliers to make their negotiated product catalogues available on wambo.org. Additional product categories, as well as partner organization catalogues enabled on wambo.org, will be announced on the website as they become available.

How will the platform provide assurance on the quality of pharmaceuticals and other health products?

wambo.org applies the Global Fund’s Policies on Procurement and Supply Management of health products, including the Global Fund’s Quality Assurance Policies for Pharmaceuticals and Diagnostics to all health products that are made available. Where applicable, sampling and testing of health products prior to shipment will also be conducted. Back to top.

 

Do buyers have more or less choice of which suppliers they can pick?

A key principle of wambo.org is providing greater market visibility and greater choice for catalogue purchases. For products where a Long Term Agreement (LTA) is in place, manufacturer selection conducted by the Global Fund’s sourcing team and is based on a competitive and transparent global tender process.

For pharmaceutical categories managed through Global Fund Long Term Agreements, transactions in wambo.org are channelled, at present, through Global Fund Procurement Agents in line with the volume allocations determined by the Global Fund sourcing team. Back to top.

 

Does this mean more affordable medicines and other products?

Yes. PRs will be able to access LTA items and benefit from the economies of scale achieved through the Global Fund’s long term agreements. Procurement officers will have a broader market view of products and prices available, either through a ‘reference price’ or actual supplier prices, depending on the purchasing mechanism. More broadly, the effect of this greater market transparency is expected to contribute to sustainable affordability and access to health programs. Back to top.

Will it simplify the way we make purchases?

Yes. A good example is that buyers no long have to submit paper-based Purchase Order Requests. These are replaced by automated wambo.org functionalities. This means that buyers can directly select items, quantities, and other specifications (e.g. accessories, delivery date etc.) in a standard format in the system. Back to top.

The platform facilitates interaction between Country Teams and PRs. wambo.org aims to support and automate the purchasing process with regards to the selection of items, calculation of price quotations, approvals and payments. What is the platform’s relationship with the Global Fund’s Pooled Procurement Mechanism (PPM)?

wambo.org is part of the next generation of procurement initiatives that allows the Global Fund to increase its impact and value for money through more efficient operations and lower procurement costs by sharing purchasing power, benefiting from larger user groups and automating process steps.

wambo.org leverages the Long Term Agreements negotiated by the Global Fund Sourcing Department to achieve favorable prices and terms on medicines and health program related commodities. Operationally speaking, wambo.org automates the way in which the Pooled Procurement Mechanism displays these product catalogues to PRs and processes orders.

Over the course of 2017, all Global Fund PPM PRs will place orders through wambo.org. However, the platform is not limited to those PR’s working in countries using the PPM system.

Is it compulsory for Global Fund PRs to join wambo.org?

No, using wambo.org is not mandatory for Global Fund PRs. All PRs are invited and encouraged to join wambo.org by signing up for one of the two membership options. Over the course of 2017, all Global Fund PPM PRs will place orders through wambo.org.
